Tricia Phulchand, BSN, RN
Ms. Phulchand acts as a subject matter expert in the End Stage Renal Disease Quality Reporting System (EQRS) for Arbor Research. Presently she is the Regional Data Manager for Quality Insights, Inc overseeing three ESRD Renal Networks. Ms. Phulchand has twenty-three years’ experience working in the renal field. She has prepared and conducted in-person end user trainings for both EQRS and its predecessor, CROWNWeb. Prior to the EQRS release, she worked with the Application Development Organization (ADO) and other stakeholders to determine reporting needs. Ms. Phulchand has been an EQRS User Acceptance Tester for over 5 years and has served on past and present EQRS User Groups. Most recently, she has been involved in the latest releases of the infection module and the transplant and clinical dashboards. Ms. Phulchand holds bachelor degrees in biology (1996) and nursing (2020).
Alissa Kapke, MS
Ms. Kapke provides support for the Health Policy and Practice Program area of Arbor Research. Presently she is the Project Director on the End-Stage Renal Disease Quality Programs Support (ESRD QPS) project, which provides validation of final ESRD Quality Incentive Program (QIP) performance scores and payment reductions for over 7,500 Medicare-certified dialysis facilities in the United States, help desk support during the ESRD QIP preview period, and analytic support for the ESRD Prospective Payment System proposed and final rules, published yearly in the Federal Register. The QPS team also provides training materials and webinars for the ESRD QIP and ESRD Quality Reporting System (EQRS). Ms. Kapke received an MS in Biostatistics from the University of Michigan in 1996. Prior to joining Arbor Research in 2010, Ms. Kapke was a biostatistician at Henry Ford Hospital for ten years where she was funded on several National Institutes of Health grants in areas of cancer, stroke, and Parkinson’s disease research. She also was a consulting statistician to physicians and residents at Henry Ford Hospital and served as a statistician on the hospital’s Institutional Review Board from 2007-2009. Ms. Kapke has co-authored several papers accepted for publication in peer-reviewed journals and contributed to many abstracts presented at major scientific meetings.
Steve Hines, PhD
Dr. Hines is a Senior Research Scientist at Arbor Research with more than 30 years of professional experience in process improvement and health services research, with a special focus on healthcare quality improvement, applied quality measurement, the creation and dissemination of quality improvement resources and tools. He has expertise in applied quality measurement, quantitative and qualitative data analysis, report writing, and the development of large-scale improvement campaigns. Prior to joining Arbor Research, LLC, Dr. Hines served as a Principal Associate at Abt Associates, where he functioned as the learning lead for an AHRQ-funded initiative to expand participation in cardiac rehabilitation programs and led the updating of TeamSTEPPS, an AHRQ-funded communication and teamwork training curriculum. At IMPAQ International, Dr. Hines led a national project to prepare providers in small, underserved, and rural practices for the transition to the new CMS Quality Payment Program. He also led multiple national improvement initiatives funded by AHRQ and CMS while working at the American Hospital Association.
